The mission of the Department of Special Education and Child Development is to prepare highly effective and ethical professionals who have a positive impact on children, youth, families, community, and schools and who are successful in urban and other diverse settings. This mission is accomplished through teaching research, and community engagement that lead to improved practice and by working in partnership with schools, communities, and university colleagues.
The purpose of this U.S. Department of Education, Office of Special Education and Rehabilitation Services grant, funded to the Department of Special Education and Child Development at UNC Charlotte – the National Technical Assistance Center on Transition (NTACT) – is to assist State educational agencies (SEAs), local education agencies (LEAs), State vocational rehabilitation (VR) agencies, and other VR service providers to implement evidence-based and promising practices and strategies to ensure that students with disabilities, including those with significant disabilities, graduate from high school with the knowledge, skills, and supports needed for success in postsecondary education and employment.

Primary Purpose of Position

This Knowledge Development and Technical Assistance (KDTA) position for the National Technical Assistance Center on Transition (NTACT) will be primarily responsible for technical assistance with selected State Vocational Rehabilitation (VR) Agencies and their State Education Agency and other partners to promote the quality provision of Pre- Employment Transition Services and other collaborative activities in conjunction with the Workforce Innovation and Opportunity Act (WIOA). The KDTA specialist will partner with other NTACT staff at UNC Charlotte, the University of Oregon, and TransCen, Incs, as well as other RSA funded Technical Assistance Centers in their work with states. Additionally, this position will lead and collaborate with NTACT staff at UNC Charlotte, TransCen, Inc., and the University of Kansas’ Transition Coalition in the development of training materials, tools, and other resources, relevant to collaborative planning and service delivery under WIOA to assist State and Local entities.

Summary of Position Responsibilities

The KDTA Specialist will be responsible for the following:
Serving as the primary liaison between NTACT and its RSA funded partner technical assistance (TA) centers with the Workforce Innovation National Technical Assistance Center (WINTAC) and the Youth-Technical Assistance Center (Y-TAC) in the provision of targeted technical assistance services to improve and promote the implementation of Pre-ETS in a select number of states. The KDTA specialist will also lead and collaborate in knowledge development activities to translate research on specific topics (e.g., provision of Pre-ETS in predominantly rural areas; delivery of Pre-ETS with specific populations including Autism or severe disabilities; collaborative planning and service delivery) to products and resources disseminated broadly through NTACT’s website and other mechanisms. The KDTA specialist will be required to travel to conduct some TA and dissemination activities, as well as use web/ video communication to advise, plan, and collaborate with state personnel, NTACT colleagues, and other TA providers.

Minimum Education/Experience

Masters Degree in a related field
Three years of experience providing technical assistance to stakeholders engaged in the provision of transition services and career development and employment preparation for students and youth with disabilities.
Experience with professional development and adult learners.
Prior experience in career development and transition planning and service delivery.
Prior experience facilitating interdisciplinary teams.
Practical knowledge of laws governing VR agencies and special education.
Strong written and oral communication skills

Preferred Education, Knowledge, Skills and Experience

At least 5 years experience providing technical assistance to local or state agency staff, including stakeholders engaged in the provision of transition services and career development and employment preparation for students and youth with disabilities.
Experience with professional development and adult learners, specifically regarding interagency collaboration and provision of services by VR agencies and special education agencies in the context of WIOA and IDEA.
Job experience as an OSERS funded TA project or a State VR Agency.
Expertise in a specific area of underserved populations (e.g., rural areas, students with severe or complex disabilities).
Deep knowledge of regulations and policies governing VR and Education agencies and their partners, in the context of youth and students with disabilities.
