Primary Purpose of Position

The CCI Research Officer manages all grant and contract processes for the College of Computing and Informatics, inclusive of pre-award, post-award, and award closeout activities. The Research Officer supervises Business Services Coordinators.

Minimum Education/Experience

Graduation from a four-year college or university with a degree in Business Administration, Public Administration or related business area and two years of administration management or business management experience; or an equivalent combination of training and experience.

Essential Job Duties

The CCI Research Officer provides strategic and professional expertise on all financial management activities within a multi-unit (e.g., multiple programs, departments, etc.) organization primarily funded by a broad range of (multi-dimensional) funding sources that may include income generation components. These duties require a comprehensive understanding of accounting and budgeting practices in order to generate and submit operating budgets and prepare project/capital expense requests.

This position is delegated total oversight and authority over a dynamic budgetary planning and forecasting process. Assesses and, based on delegated authority, resolves unprecedented problems or compliance issues that require research and review of policies and procedures. Analyzes moderately complex business operations and financial statements, and makes recommendations for approval.

Independently manages a variety of business functions with dynamic funding sources and/or a variety of functional activities, programs, and/or services. Interprets and/or modifies policies and procedures to facilitate and ensure the application of sound business practices. These activities may include the integration of policies and procedures with work units external to the organization. Interprets and monitors University policies and procedures.

This position functions in a full supervisory role over direct reports including the development of work plans, execution of performance reviews, and participation in (potential) disciplinary processes. Plans and delivers training; identifies and enables professional development; and, directs staffing and workload distribution for multi-functional areas.
Develops and/or edits written documents/reports with comprehensive and interpretative information that usually spans across functional areas. Provides documentation to explain and support conclusions. Responds to non-routine inquires.

Other Work Responsibilities

The Research Officer is a backup to the CCI Business Officer and, therefore, maintains the necessary awareness and expertise to execute all financial management functions associated with intramural or state funding.

Participates/assists in near-term and long-term strategic planning and aligns financial management practices to support strategic goals (and anticipated future growth) connected to extramural funding.

Applies methods and measures for evaluating the efficacy of the CCI Research Office and adapts financial management practices and procedures to address ineffective or inefficient methods.

Departmental Preferred Experience, Skills, Training/Education

Applicants should possess a baccalaureate degree in accounting, finance, or related discipline. Applicants should also be professionally designated as a Certified Research Administrator, or have the ability to become certified. Grants management experience is a must, preferably in a Higher Education. Previous financial management experience (at least three years) with supervisory duties is expected.
