Primary Purpose of Department

Financial Services at UNC Charlotte was established within the Division of Business Affairs to provide central accounting and budgeting services for the University and its affiliated entities. The departments within Financial Services are Budget (including Central Funds, Capital Accounting, and Position Control); Controller (including Accounts Payable, Bursar’s Office, Cashiers, General Accounting, Payroll, and Financial Reporting and Fixed Assets), Materials Management (including Purchasing and Receiving & Stores) and Treasury Services.

Primary Purpose of Position

The Director of Treasury Services is responsible for all the finance and accounting operations and endowment management for the University’s affiliated entities: The UNC Charlotte Foundation; the UNC Charlotte Athletic Foundation; the UNC Charlotte Investment Fund; the Facilities Development Corporation; and Ventureprise. The Director is the University’s liaison to the various Boards of these entities, and serves as the Assistant Treasurer to the UNC Charlotte Foundation. The Director is the debt manager for the University‚Äôs debt portfolio, and any debt transactions of the affiliates.

Summary of Position Responsibilities

1. Responsible for benchmarking, monitoring, and reporting of investment performance. The Director is also responsible for creation of forecasts and projections, and interfaces with investment firms and University colleges/departments.
2. Manages the accounting function for endowment funds to include reconciliations, year-end reporting, balancing, providing financial statements and footnotes relating to investments, assisting with the audit processes for the University as well as the affiliated entities, and completing and filing the necessary tax returns for the affiliated entities. The Director also provides data for endowment records to include (but not limited to) calculating the month end market values and unit share prices, monitoring the changes in endowment agreements, and calculating annual payout to individual endowment spending funds. The Director provides investment data for the Vice Chancellor for Business Affairs, the Vice Chancellor for University Advancement, the Chancellor, the Board of Trustees, and for the Boards of the various affiliated entities.
3. Monitors and resolves issues with outside investment firms, managers, and consultants.
4. Provides direction, training, and support to University units and the affiliated entities on endowment management-related matters and processes. Researches and makes recommendations for endowment and investment best practices and records management.
5. Collaborates with the Division of University Advancement to provide information necessary for producing annual reports for donors and other reports as needed.
6. Responsible for all debt issued by the University and its affiliated entities, including issuing debt, updating the Official Statement, reviewing debt-related documents, and working with the University’s financial advisor, bond counsel, underwriter’s counsel, and the University of North Carolina General Administration to ensure that all System, State, and Federal requirements are met.
7. Responsible for identifying the timing, need, and structure of additional debt acquisitions; responsible for acquiring debt at the lowest cost of capital with acceptable terms and conditions.
8. Responsible for issuing RFPs as appropriate for selection of affiliated entity audit firms, financial advisor, and bond counsel.
9. Responsible for working with the University’s bond rating agencies as appropriate to ensure the University maintains or improves its current bond rating. The Director is also responsible for fulfilling the University’s and the related entities’ disclosure requirements.
10. Responsible for managing the Office of Treasury Services staff, including hiring, training, setting work assignments and goals, evaluating, and disciplining and termination, if necessary.

Minimum Education/Experience

The Director of Treasury Services is expected to have a Master’s Degree in a relevant discipline with at least ten years of experience in increasingly responsible related positions, preferably in higher education or the non-profit sector. Experience with investment management and reporting as well as debt issuance is required. The successful candidate will have experience in process analysis and assessment and project planning. Familiarity with NACUBO’s standards and practices for higher education, and with FASB and GASB financial reporting standards is expected. Demonstrated ability to successfully manage and develop staff, to work collaboratively with multiple constituents, to represent the fiscal affairs operations broadly across, and outside of, the University; superior interpersonal and communication skills and the ability to think creatively, strategically, and pro-actively.

Preferred Education, Knowledge, Skills and Experience

Leadership experience in endowment and/or investment management and debt issuance is preferred.

Preference will be given to candidates with demonstrated success working with affiliated entities in a higher education setting and demonstrating sensitivity to donor relationships.

Experience with Banner Financial Systems is preferred.
